WhatsApp chatbot for business in India: costs, setup & the October 2026 changes

Short answerA WhatsApp chatbot for business runs on the official WhatsApp Business API and replies to customers automatically. In India, you pay Meta per message: ₹0.8631 per marketing message and ₹0.115 per utility or authentication message, plus 18% GST. What a WhatsApp chatbot is (and isn't)

A WhatsApp chatbot is software connected to your business number through the WhatsApp Business Platform (API), Meta's official system for businesses. It isn't the free WhatsApp Business app on your phone, and it isn't a browser extension that clicks through your personal WhatsApp. Those unofficial tools are what get numbers banned.

There are two kinds of bot:

  • Menu bots offer buttons ("1. Price list 2. Talk to sales"). They're predictable and cheap, but they get stuck when a customer types anything unexpected.
  • AI chatbots understand free text in English, Hindi or Hinglish and answer from your own product and policy information. They're far better for sales conversations, where no two questions are the same.

Most good builds combine both: buttons for speed, and AI for everything else.

What Meta charges in India from 1 October 2026

Meta bills per message delivered, based on the message's category. These are the India rates applying from 1 October 2026, before GST and before any markup from your Business Solution Provider (BSP):

Still free: messages customers send you, and messages inside the 72-hour window opened when someone taps a Click-to-WhatsApp ad.

A quick example: a business sends 5,000 promotional messages and 3,000 order updates a month, and replies to about 2,500 customer chats. That comes to roughly 5,000 × ₹0.8631 + 3,000 × ₹0.115 + 1,500 × ₹0.115 (the first 1,000 service replies are free) ≈ ₹4,833 + GST in Meta charges.

What changed, and who it affects

Since July 2025, WhatsApp has used per-message pricing. The 1 October 2026 update changed two things that used to be free:

  1. Service messages (your replies inside the 24-hour customer-service window) now have a free allowance of 1,000 per business number per month, charged at ₹0.115 after that.
  2. Utility templates sent inside the 24-hour window are now charged at the normal utility rate. They'd been free since 1 July 2025.

Meta also set 30 September 2026 as the deadline to have a payment method on file, or service messages stop being delivered. Businesses that handle high volumes of support chats should check their monthly numbers now. An AI bot that resolves questions in fewer messages directly lowers this bill.

How to set one up

  1. Choose the number. An existing number can move to the API, but it then can't be used in the normal WhatsApp app. Many businesses use a dedicated number.
  2. Verify your business with Meta Business Manager and create a WhatsApp Business Account through a BSP or directly on Meta's Cloud API.
  3. Write and approve templates. Any message you send outside the 24-hour window must use a Meta-approved template.
  4. Train the bot on your catalogue, prices, FAQs and policies, and decide when it should hand over to a human.
  5. Connect your tools: Google Sheets, CRM, store or ERP, so leads and orders flow automatically.
  6. Launch, then read the conversations. The first two weeks of real chats show you exactly what to improve.

How not to get your number banned

  • Only message people who opted in to hear from you.
  • Use the official API, never tools that automate a personal WhatsApp account.
  • Keep marketing relevant and not too frequent. Blocks and reports lower your quality rating.
  • Always give customers an easy way to reach a human and to opt out.
